Man City give 115 charges update while awaiting the final decision
Man City have been dealing with accusations from the Premier League for allegedly breaching financial rules over a nine-year period from 2009 to 2018. Since last year, a hearing has taken place regarding the allegations and a decision has been expected, but the club have continued to deny all charges and no verdict has yet been delivered.
In their annual report, Man City wrote: “In response to the charges, the club issued a public statement that it welcomes the review of this matter by an independent commission, to impartially consider the comprehensive body of irrefutable evidence that exists in support of its position. As at the date of publishing these financial statements, the independent commission is still in the process of reviewing the matter.”
Several financial experts in England are closely following the case and have also expressed surprise at the delay. Former financial adviser Stefan Borson told talkSPORT: “All the lawyers are surprised there is no decision at this stage, and that's on both sides. I'll tell you who's holding it up - the panel making the decision. They hold the pen.
“They are the people everybody is waiting for to deliver the decision. Nobody knows when it will come. We know the long list - you can cobble it together from all of the people on the judicial panel - but we don't know who is actually on that panel. We can guess that it's probably two lawyers and maybe one accountant, but we don't know who they are or what deadline they were given.”
He added: “We can now assume, given how long it has taken and how surprised everyone is, that there was very little guidance given to them and that they were not effectively paid for their time from the moment the case ended.”
Regardless of the outcome, Man City are expected to appeal if they are found guilty of any of the 115 charges or if sanctions are imposed. When the case first emerged, there were rumours that the club could face points deductions or even have titles stripped, similar to Juventus during the Calciopoli scandal in 2006.
Since being acquired by UAE owners, Man City have become one of the most successful clubs in world football. Over the last 17 years, they have won eight Premier League titles, three FA Cups, six EFL Cups and one Champions League, including a historic treble in 2023. In the 2025/26 season, they remain in the top two of the Premier League table and are still chasing their 11th league title as well as a second Champions League crown.
